In recent years, the House Appropriations Committee has allowed Members of Congress to submit Community Project Funding requests to designate federal funding directly to local projects in their districts. These requests are funded directly through government appropriations bills, and are an important way that Congressman McGovern is able to help advance important projects that make a real, substantive, and concrete difference in his constituent's everyday lives.
Congressman McGovern has made available a Community Project Funding Resource Guide which explains how to apply for funding and supports district partners in preparing requests.
An improvement upon the Congressional "earmarks" of the past, Community Projects are limited in number, and each project must demonstrate strong evidence of community support, such as:
- Letters of support from elected community leaders (e.g. mayors or other officials);
- Press articles highlighting the need for the requested Community Project Funding; Support from newspaper editorial boards;
- Projects listed on State intended use plans, community development plans, or other publicly available planning documents; or
- Resolutions passed by city councils or boards.
Requests must also satisfy the requirements laid out by the House Appropriations Committee, including meeting the requirements that:
- A financial disclosure statement that neither the Congressman nor his immediate family has any financial interest in the proposed project.
- For-profit entities are prohibited from receiving Community Project Funding.
In the interest of transparency, Congressman McGovern will publicly post all projects submitted to the Appropriations Committee on his website. This includes the name of the proposed recipient, the address, the amount of the request, and an explanation of the purpose and justification for the use of taxpayer funds.
